Preheat oven to 250 degrees F. Combine the sugar, flour and juice cocktail in a bowl and mix well. In a roasting pan, brown the meat in the olive oil and add the carrots, onion and potatoes. Pour the juice mixture over the meat and vegetables and cover tightly with foil. Bake for 5 hours.
For added flavor, use spicy tomato-vegetable juice cocktail and toss the meat in 1/2 teaspoon each of lemon pepper, chili powder and garlic powder before browning.
Can also be cooked in a slow cooker on low for 8 hours, stirring every couple of hours.
