Preheat oven to 375°. Sift together flour, baking soda, salt and cinnamon. Stir in the oats. Combine egg whites, brown sugar, oil, milk, vanilla and raisins and add to flour mixture. Mix well. Drop batter a teaspoon at a time onto an oiled cookie sheet. Bake 12-15 minutes, depending on desired texture. Shorter baking time results in a chewy soft cookie; the longer time results in a crisp one. Yields 3 dozen cookies.
